Canoeing Minnesota

I am 16, could legally drive in Canada w / my brother 13 years old?
I'm 16 and live in Minnesota. From the Canadian border not far from where I live. I have my driver's license. We are not running away or anything just for fun and would go canoeing and other things. Would legal for me to drive and cross into Canada with my brother? (we have passports and birth certificates and stuff)
No. Even if you have letters of notarized consent from their parents to allow the trip, Ontario is a graduated licensing program, which makes that 16 years is not able to drive without a driver colleagues also in the vehicle. There are also restrictions on the roads you are using, and times of day can be on the road. For Manitoba, I'm not sure of your program, but its probably very similar.
