Owners of kayak & canoes what is the deal?

OK I have a small boat 17′ w/ an outboard and travel on a narrow, swift and busy river to get to the gulf which has it’s share of tourist that do not know how to “paddle”. The tourist I can understand, being a novice on the water. What I do not understand is why locals (whom live here Weeki Wachee) deliberately stray into the path of boats under motor, into the middle of the river, stop paddling, stare into the trees/houses/air and float into the path of travel. It is really frustrating when you have already acknowledged that I am behind you and do not follow the rules of the road.

I guess they are same spandex wearing bicyclist that insist you yield to their wishes. People are not to swim,float, or hang out in the traffic channel. if you are following a marked channel ,they are impeding navigation.
